Modified Android on SmartQ V7
I found out what I was doing wrong with my modified filesystem: I was using the Ubuntu Archive Mounter from the GUI. I would the modify and unmount the archive. This did not produce a working firmware file.
However, Kaze at the SmartQMID forum pointed out:

I still need to look up what those options mean, and see if there is a way to have the compress menu in Ubuntu automatically apply those options so I don't have to keep bouncing in and out of the Terminal. Beyond that, I am ready to start modifying the filesystem in more constructive ways.

btw to make the rootfs.tgz, i CDed to the folder with rootfs and typed " tar pczvf ../rootfs.tgz ./*"
any other way to compress resulted in non booting firmware.
In order to get the filesystem to work I had to:
- extract the rootfs.tgz file into its own directory
- Make my modifications
- go back into Terminal and tar the directory with the options above
